Sherman Council to dicuss tax incentives

Sherman City Council will look at providing tax abatement incentives for Panda Energy and Carrus Medical Center when they meet Monday.
Councilors will discuss the development incentives in closed session where they also will deliberate on the potential of purchasing property on West Washington Street. Before taking action on any of these issues, the council will reconvene in open session.
During the regular session, which begins at 5 p.m. Monday, the council will decide whether to authorize applying for an energy efficiency and conservation grant. The $170,000 would fund a study of how the city can save energy and would be funded through the American Recovery and Reinvestment Act.
At the beginning of the meeting, the council will hold public hearings on three issues: Imposing a $1.25 fee for online and credit card payments. The second concerns putting "No Parking" signs along the east side of Ricketts Street about 100 feet south of Pelton. The third is for a grant request for a specific use permit for living quarters at 8111 U.S. Highway 75 South for emergency workers for a helicopter ambulance service.
In other business, the council will consider:
* allowing an encroachment easement to Daniel-Gray Christian Methodist Episcopal (CME) Church for construction of a sign in the street right-of-way at 2002 South East Street;
* authorizing an occupancy license agreement with the Texas Northeastern Railroad, a Division of Mid-Michigan Railroad Inc., for replacement of the Willow Street Water Main;
* authorizing an occupancy license agreement with the Texas Northeastern Railroad, a Division of Mid-Michigan Railroad Inc., for the construction of relief sewer "C";
* authorizing a property tax abatement agreement with Cupid Investments at 1221 North Broughton Street;
* approving the final plat of Travis Street Patio Homes, 1002 South Travis;
* approving the final plat of the Kings Ridge Addition in the 200-600 Blocks of Norwood Drive;
* approving of a replats of Texoma Center Addition, 4505 and 4509 Texoma Parkway and Heritage Park Addition, Phase Two 3603 Calais Drive.
The council meets in Council Chambers at City Hall, 220 W. Mulberry.
